City liquor licenses are issued by the council under Chapter 12 of the city code and Minn. Stat. 340A, after a background check by the police and a public hearing where required. Liquor liability (dram shop) insurance is required by state law. On-sale intoxicating liquor also requires state approval through the Department of Public Safety, Alcohol and Gambling Enforcement; City Hall forwards the state form. Kenyon also runs its own municipal liquor store.

What happens next. The police chief completes the background investigation, the council considers the license at a regular meeting (public hearing for new on-sale licenses), and City Hall issues it once the fee and state approval are in.
