How the City of Kenyon works

Who decides what, when the council meets, how to get on the agenda, and where the paperwork goes.

Kenyon is a statutory Plan A city under Minnesota law: a mayor and four council members, elected at large, with a hired city administrator running day-to-day operations. The council is the purchasing agent, the licensing authority and the zoning authority. Everything else is delegated by ordinance or policy.

The calendar

  • City Council: second Tuesday of each month, 7 p.m., City Hall, 709 2nd Street. Meetings are recorded and posted to YouTube; packets are posted to the city website the week before.
  • Economic Development Authority: fourth Tuesday, 8 a.m. Minutes are available by request from the EDA coordinator, todd.kieffer@cedausa.com.
  • Planning Commission: first Tuesday, 6 p.m., or as needed. This is where rezonings, conditional use permits and variances get their public hearing before the council votes.
  • Public Utility Commission (Kenyon Municipal Utilities): third Tuesday, 4 p.m.
  • Library Board: first Tuesday, 6 p.m. Park & Recreation Committee: first Tuesday, 6 p.m.
  • Budget cycle: work session in August, preliminary levy adopted in September (Res. 2026-31 on Sept. 8, 2026), Truth-in-Taxation hearing the first week of December (Dec. 1, 2026, 6:30 p.m.), final levy and budget adopted in December.

Getting on the agenda

The administrator builds the agenda. There is no agenda-request form in any packet; vendors and residents who appear as agenda items got there because a department head or the administrator put them there after a conversation. Two doors are always open without an appointment:

  • Citizen Comments, item II on every regular agenda. Anyone may speak. The council listens and may refer the matter to staff; it does not act that night. The record shows this door used for lot inventory (Aug. 2026), for a bid dispute (May 2025) and for utility questions.
  • Public hearings for rezonings, variances, conditional use permits, assessments and the levy, noticed in the Kenyon Leader.

A special council meeting called for one individual's matter costs $500 under the fee resolution.

Where paperwork goes

Every permit, license and application form is a PDF. Completed forms are emailed to info@cityofkenyon.gov or dropped at City Hall (a drop box is in the alley behind the building and another in the lobby). Building permits are reviewed under the state building code; zoning permits go to the administrator, who may send them to the Planning Commission. Fees are paid at City Hall by cash, check or card (2.75 percent card fee).
