At the meetingAdministrator Vahlsing said he and Mayor Henke would sign a letter of support.

What happened next

The council gave the VFW the written support it asked for on April 13 2021, adopting Resolution 2021-07 supporting a static military equipment display in the Veterans Memorial Park area and the application for the equipment, on a 5-0-0 vote. The application was directed to the Department of Defense rather than the National VFW organization, and no response to that application appears in the record.

Commitment made in response to Scott Quamme's citizen comment.

What happened next

The written approval took the form of a council resolution rather than a signed administrator and mayor letter: on April 13 2021 the council adopted Resolution 2021-07 for inclusion in the VFW's equipment application, 5-0-0. No separate executed letter of support appears in the record.

County Commissioner Todd Greseth was present to see if the City had any concerns for him since he was newly elected to this position.

Greseth attended to introduce himself after being newly elected and solicit City concerns.

At the meetingNo response from the Council is recorded in the minutes.

Partly answered

No concerns from the council to Commissioner Greseth are recorded at this meeting or at his later visits on June 8 2021 and September 14 2021, both of which minute only his standing offer to be contacted. What is missing is any minute entry or correspondence showing a concern actually conveyed.

ENGINEERING Red Wing Avenue Project Update Engineer Olinger stated that Bolton & Menk have been working on the "as-built drawings" for the Red Wing Avenue project. These plans will be given to Public Works and KMU when the project is completed.

Engineering update on the Red Wing Avenue project.

Partly answered

The Red Wing Avenue project had a final completion date of June 26 2021 for all items, with final paving in June and reseeding by the subcontractor in mid-September 2021, but as of November 9 2021 the project was still open with Wencl over liquidated damages. No record of the as-built drawings being delivered to Public Works and KMU exists in our holdings.

The report showed the City was incompliance with the Pay Equity requirements. The State will determine final compliance.

Council approved the Pay Equity Compliance Report showing the City in compliance.

At the meetingCouncil approved the report 5-0-0, but the State's determination is outstanding.

Partly answered

No Department of Administration compliance determination letter for the 2021 pay equity report is in our holdings; the next trace of the cycle is the 2024 report, adopted 3-0-0 on May 14 2024, with the April 9 2024 packet noting staff were still trying to verify that the March 29 2024 submission had gone through. What is missing is the State's determination letter itself.

NEW BUSINESS Pay Equity Compliance Report Administrator Vahlsing noted that all Cities and Counties are required to submit Pay Equity reports every three years to the Department of Administration.

Explaining why the Pay Equity Compliance Report was before the Council.

Partly answered

City records repeat the three-year requirement: the May 14 2024 minutes and the April 9 2024 packet both state the State requires a pay equity report every three years, with the analysis comparing job points and salaries between female and male employees. The statutory text of the Minnesota Local Government Pay Equity Act is not in our holdings, so the claim rests on city staff statements alone.

Old business update presenting a revised City of Kenyon Strategic Plan.

At the meetingThe revised plan was presented; no vote or adoption is recorded.

Partly answered

The Strategic Plan was still an open task three years later: the June 11 2024 council packet lists 'Develop or update the Kenyon Strategic Plan' as item 8 on the administrator's work list, so no adopted plan carrying the two parks and trails steps is recorded. Missing is the revised Section D text and any council vote adopting the plan.
