The 6.8 percent figure is exact. The levy went from $1,107,960 for 2022 to $1,183,301 payable in 2023, an increase of $75,341, or 6.80 percent. The city has since raised the levy far faster, reaching $1,528,541 certified for 2026, up 29.2 percent from the 2023 figure, with a 2027 preliminary levy of $1,670,115.

Construction limits will be finalized in the next month, easement limits will be determined, and affected property owners notified. 2023 Street Improvements Final Design Proposal City Engineer Olinger presented a proposal containing the engineering scope and fee for the final design and preparation of bid documents for the 2023 street improvements.
Update on the Pearl Creek Sanitary Sewer Improvements project after completion of survey work.
Construction limits took longer than a month but the work got done. Plans were about 50 percent complete by February 14 2023 and complete by March 14 2023, when Olinger reported the original forcemain route had been modified for capacity reasons without increasing project cost, with easements then being negotiated. Plans were ready to advertise for bids by June 13 2023 and the contract went to BCM Construction at $1,241,494.22.

A citation was issued. Police Chief Sjoblom reported on February 14 2023 that the property owner had been cited and had 30 days to respond. We hold no count of tickets written for expired vehicles specifically, only that one citation went out.

The $54,236 final design fee works out to 12.0 percent of the construction contract.

The council granted a $200 a year increase starting in 2023, taking KMU Commissioners from $1,200 to $1,400, a 16.7 percent raise, on a 4-0-0 vote. The council kept funding commissioner development afterward, approving MMUA Governance in Action conference attendance at about $600 per attendee in January 2025 while declining to send council members.

The survey fed a design that finished on schedule. Construction plans were about 50 percent complete by February 2023, complete by March 2023 with the forcemain route modified for capacity at no added cost, and ready to advertise for bids by June 13 2023. We do not hold the survey deliverable itself.

Legal update on the nuisance property violation.
The dispute moved from resistance to a deadline but no final resolution appears in our record. By April 11 2023 the owner had surveyed the property, accepted that the downed tree was on his land and agreed to clear it, with an April deadline for the whole cleanup, and Chief Sjoblom attributed the delay partly to snow. No compliance agreement, court order or completion record follows. The city's code enforcement file for 1 Langford Avenue would settle it.

The 2025 audit later produced cash deficit loans that had to be reversed across at least seven funds during 2026, which is the only audit finding of this kind in our record.

COUNCIL AND STAFF GENERAL COMMENTs
Administrator Vahlsing thanked everyone involved with Christmas in Kenyon and thanked Dan Rechtzigel for his time on the Council.
Engineer Olinger thanked Dan Rechtzigel for serving on the council and stated he had great respect for his approach to projects.
Attorney Riggs enjoyed working with Dan and all the council members. He wished everyone happy holidays.
Council members Bailey and Ryan thanked Dan for his time on the council and his help in answering all their questions.
Mayor Henke wished everyone a merry Christmas and happy new year. He thought Christmas in Kenyon and Rose Fest both went well this year. He thanked Dan for the input and expertise that he brought to the council.
Councilman Rechtzigel stated that he had enjoyed working with everyone.
Randy Eggert stated he is looking at grants and a spot in town, possibly in the parking lot by the generating plant, for a future EB charging station.
Motion by Ryan second by Bailey to adjourn the meeting at 6:16 p.m.
