This was the second attempt: the first Pearl Creek televising request for proposals in March 2022 drew a single quote and was reissued. Empire televised the project area in June 2022, and the preliminary layouts and cost estimating followed.

Chip Seal Project City Engineer Derek Olinger stated that two quotes were received for the planned chip sealing and crack sealing in town.

The scheduled presentation of the annual municipal prosecution report did not occur at the April meeting.
The report was delivered at the May 10 2022 meeting by Attorney A.J. Lindell of Jacobsen Law Firm, with the Kenyon 2021 Municipal Prosecution Report attached to the packet. The following year's report came from David Jacobsen in the 3.14.23 packet, so the annual presentation resumed on schedule.

At least three Council members must be in attendance including one Council member who is certified by the State for the Board of Adjustment hearing.
Mayor reminded the Council of attendance requirements for the April 14 Board of Appeals and Equalization meeting.
The board met and the requirement has since lapsed. Minutes of the Board of Appeals and Equalization meeting of April 14 2022 were approved at the following council meeting, so the quorum was achieved. Since 2023 the Goodhue County Assessor's Office has run the Board of Appeal as an open book, stated at the time as lasting at least three years, because no council member holds the required state training. The attendance roster and certification records are not in our holdings.

Officer Taylor was in an accident with the 2022 Ford SUV squad on July 27 2022, leaving it heavily damaged but not totaled, and by September it sat at Peterson Ford with parts availability problems and no firm repair quote or timeframe. The state contract quote and installation invoice are not in our holdings.

The council did elect the standard allowance under the revenue loss provision through Resolution 2022-11, 5-0-0, which is the choice that frees the money for general government services. Covid funds were named as one source for the $48,931 squad purchase the same night, with no amount attached.

Resolution 2022-13 was adopted 5-0-0, but no executed joint powers agreement with the Minnesota Department of Public Safety and no term dates appear in our records, and the only later text matching the phrase is boilerplate in service contracts expressly disclaiming any joint powers relationship. The executed agreement would settle it, and a five-year term from 2022 would have expired in 2027.

The public safety capital outlay state grants and aids line reads $0.00 across all six columns in the September 2026 packet, as do reimbursements, sale of excess equipment and the general fund transfers on that program. The police department was still describing encrypted radios as needed at $5,000 each in August 2024, funded from prior-year allocations and $36,000 of local government aid rather than a state radio grant.

The same announcement two years later carries a date, with the Goodhue County Commission meeting at Kenyon City Hall on May 1 2024 at 9:00 a.m., which points to an early-May slot but does not fix the 2022 day. The published Goodhue County Board calendar for May 2022 would settle it.

The replacement vehicle was itself heavily damaged in a July 27 2022 accident, which complicates any later reconciliation.

Resolution 2022-11: Coronavirus Local Fiscal Recovery Fund - Elect to Use the Standard
Allowance Under the Revenue Loss Provision Attorney Riggs stated that the adoption of this resolution would provide the most flexibility for the City to use the $206,000 in Coronavirus Recovery Funds.

Motion carried 5-0-0Resolution 2022-13: Approving State of Minnesota Joint Powers Agreements with the City of Kenyon on Behalf of City Prosecuting Attorney and Police Department Attorney Riggs stated that this joint-powers agreement between the Minnesota Department of Public Safety, and the City Prosecuting Attorney and Police Department needed to be renewed. This agreement would be in effect for five years and allow us to utilize the State's criminal justice data network.

Attorney Riggs reviewed MetroNet's request for Council approval of an agreement to allow them to install high speed internet in the City. Riggs worked on finalizing the original agreement a year ago but did not hear back from MetroNet until last week. Metronet would be offering high-speed internet only.
Motion by Bailey second by Ryan to approve the MetroNet agreement with the City of Kenyon.

Attorney Riggs stated that the land lease for the 10.5 acres east of the sewer plant needs to be renewed. The proposed lease rate would be $170 per acre in 2022 and $180 in 2023 and 2024.

Fire Relief Bingo Application

Police Department 2022 Ford Interceptor
Police Chief Sjoblom reported on the purchase of a 2022 Ford Interceptor SUV that was located to replace the 2013 Ford Squad car that was totaled in March. The state contract price with the equipment installed would be $48,931. These funds would come from several sources including the sale of the 2014 squad, the insurance settlement from the totaled squad, 2022 City budgeted amount, and Covid funds.
Motion by Helgeson seconded by Ryan to approve the purchase of the 2022 Ford Interceptor for the police department. Motion carried 5-0-0.

Declare Old First Responder Truck as Excess Inventory Assistant Fire Chief Wayne Ehrich stated that the Fire Department received the new First Responder Rescue Truck. They are requesting approval to sell the old rescue truck.

Course Mayor Henke reviewed a letter received from the MN DNR that outlined the issues concerning the damage created by the geese at the Kenyon Country Club. The letter also explained the process of the egg/nest management in this area. The Country Club would like Council approval to proceed with the DNR plan.
Motion by Henke seconded by Ryan to approve the request from the Kenyon Country Club to proceed with the DNR goose egg/nest removal plan at the golf course. Motion carried 5-0-0.
